FPPC Says No Open Cases Regarding Measure M Violations

The Fair Political Practices Commission (FPPC) has notified the City of Long Beach that

there are no open cases against the city concerning alleged FPPC violations pertaining to

Measure M.

An FPPC Complaint, brought forth by E. Gerrie Schipske, alleged that city informational

materials received by residents were meant to influence the passage of the Measure. The

city maintains that under FPPC rules and regulations, the city was within its legal right to

provide informational materials to the public regarding Measure M, and those materials

were informational. The city provided the materials mindful of FPPC rules to help inform

voters on this complex municipal issue.

Measure M is a City Charter Amendment that explicitly authorizes and affirms the transfer

of surplus city utility revenues to the city's general fund to support Long Beach general

government services. Measure Mwas approved by Long Beach voters on June 5, 2018.
