From its earliest days, the City of Long Beach included public health as part of its local government structure and community. The Long Beach Public Health Board was established in the 1890s, headed by Dr. William Cuthbert, a retired Civil War surgeon.
There is a lot of truth in the cliché: the more things change the more they remain the same.
Current news is filled with stories of some powerful men behaving badly and if we look back in time to early Long Beach we find things weren’t much different.
Oil was discovered in harbor area in 1932. The California State Supreme Court in 1938 ruled that the City of Long Beach could keep the “hidden treasures” found in the tide and submerged lands granted to the city in 1911.
